Any form of solvent with Carbon TetraChloride has the potential to make Phosgene when burnt, not nice stuff,

Isn't that more or less banned in Europe?

But how many use any solvent before welding? Normally you'd just clean mechanically, with some form of grinding/sanding disc?

if not compleetly banned it is very, very restricted use, carbon tet in not nice stuff in itself, bad for kidneys, skin, liver, and as Ian says can be turned into phosgene by burning/ heating.
