Carb help wanted

Hello,

I want to adjust the ignition and the carbs (CD 175 2) on the V8 in my Land Rover 101.
Never done a job like this on the carbs before ,-(
I tested the flow of each carb and found two complete different results.

Is it possible to adjust the carb without this special tool as it is written in ...
