Tank Questions

Hi all, first post in this land of all things V8, so bear with me 
I have a 3.5 v8 disco with twin sill tanks, the plate on the tanks state capacity 36l 80% fill. Does this mean that they will only fill to (a theoretical) approx 28l each, or that the 36l is the 80% fill capacity?
If the 36l is the 80% capacity, then i have a problem, as i can only squeeze in about 45l before they start to "machine-gun".
Any ideas and/or pointers would be gratefully received.
