Low vacuum on carb

Hi.i have low vacuum on the offside carb on a rover 3.5 v8.The nearside has a lot of vacuum.It has zenith carbs fitted.could it be an air leak causing this. If so are there any common places for the leak to occur?

I'm not sure if a split diaphragm can cause that?
