ZF 4hp 22 TQ Lock up LR Disco 1 3.9 EFI

Hi,
Ive got a strange problem, tranny has 50,000 km on it after a stage 1 rebuild, by a well known re-builder.
Last week just pulled of from a start, and my TQ lock up point has moved from 80 - 85km/h down to 65 - 70 km/h.
No gears are slipping still pulls well, dropped the fluid still cherry red no bits in the ATF so i'm lucky there!
Speaking to ZF for a list of parts i need, at present looking at the governor end / the three O rings, this assembly locks up the TQ.
Am i on the right track, is there anything else apart from a blocked filter, that could cause this?
